The Regional government adopted the strategy of science development, development of scientific and technical and innovation activities for the period till 2015. This issue was discussed on the session of the government on the 24th of February 2005. Alexander Alimov, the head of enterprise and innovation department presented the report devoted to the urgency of the strategy adoption. The goal of the strategy will be science development as the efficient mechanism of economic support and improvement. A few regional target programs are included into the strategy of science development, development of science and technical and innovation activities for the period till 2015. Among the programs is "Scientific and technical program of the Murmansk Region for 2004 – 2005". According to Alexander Alimov, it is necessary to elaborate the program of science and humanitarian development. It would have also been useful to have the program for health service, but the region doesn’t possess the necessary basis – there are no medical universities or institutes in the Murmansk region.
According to sociologists, modern Europe prefers living separately to creating the family. Young couples are not intended to throw in their lot with each other. Such tendencies appeared also among our youth. But the specialists from Murmansk Kirov Cultural Center don’t agree with this statement. For several last years they organize regional contest for young families "Visiting Hymen". The aims of the contests are the following: to improve prestige of family relations and to strengthen love and respect in interrelations between young people. Young couples, that have been living together for not more than 3 years can become participants of the contest. Despite little experience, they know how to create warm atmosphere in the house, how not to kill love under the pressure of everyday routine. This time Hymen – Family protector invited not the student families, but the families, consisting of people, under 30 years of age, who work and don’t depend on parents money support. Each couple has its own love story. They told it in the contest "Family album". "Family emblem", "Culinary battle", – young families managed to fulfill all tasks: both funny and serious. According to the participants, common interests, desire to come along life together and undergo changes helped to do it. Family – is not anachronism. Contest participants are good example of modern family relations.
On the 22nd of February Norwegian delegation from Oil and Gas Company "Statoil" visited ship – repair factory "Nerpa". Also it had the meeting with the Governor of the Murmansk Region Yuri Evdokimov. After signing the memorandum about intentions, "Statoil" is intended to take part in the contests for the mining of Stockman gas condensate field. Not to be late for the mining of depots of Arctic shelf – this is the aim of many foreign companies, mostly Norwegian ones. Recently they have visited factory "Nerpa" in Sneznogorsk several times. This factory has become the basic enterprise for repair and construction of the equipment for oil and gas mining. "Nerpa" receives a lot of proposals. After signing memorandum the biggest Norwegian company is to present its suggestions on the project by the end of March. Senior vice-president of "Statoil" Henrik Karlsen noticed: "We got true notion concerning what "Nerpa" is doing and what it can do. This is massive shipyard. There is nothing like that in Norway. If we chose partner on Stockman project, we know what to do." After visiting "Nerpa" Norwegian delegation had the meeting with the Governor of the Murmansk Region Yuri Evdokimov, where the question of access procedure of foreign delegations to regime objects was discussed. Evdokimov promised to give support, and hinted that we have possibilities to improve factory’s output by creating on the Kola Peninsula holding, that amalgamates conversion enterprises.
